I went to Ked Bardu to talk to Ying Yue to start the Lunar event and she was no were to find in the city.

i am playing on eternal server. And i made my way to Ked Bardu and i coulldnt find Ying Yue.
You should have shrines on the maps that have a blue symbol on them, and they wlll look different.
What platform are you playing from?
She is not easy to see, but there should be a blue icon on the city map if she is there. Top right portion of the city. She is just standing next to a building up there. There should be other players near her.
I have gotten to rank 10 with the shrines but i dont see her or a marker for her in the city. i am playing on the pc.
