Made a triple shout whirlwind build testing these boots. Turns out I can just go single shout Warcry since casting Warcry lowers it’s own cooldown. Gonna mess around with this item a bit more. See if I can abuse the double cast some how.
Edit: Okay got some more gear. I can get Warcry up 80% of the time against single target. I’m at 18 second cooldown for Warcry. At least I have at minimum a 10 second buff. Time to swap out my offensive temper affixes. Damage while Warcry please RNG bless me.
yeah Yens is real nice, and every second channeling WW can trigger it
You should be able to get the cooldown much lower and have permanent uptime.
Pretty sure you can do it without Yen’s if you get +WC boots.
+Ranks to Warcry doesn’t lower the cooldown. Plus I’m doing this on single target. Pit boss matters more. Anywhere else is 100% uptime on Warcry. If I’m fighting Elites, I’ll just use Rallying Cry instead. 100% Unstoppable uptime is way better against CC.
Those free shouts spitting out 3-6 more DD’s is solid damage gain too
Yeah, you can achieve 100% uptime on bosses without Yen’s, but maybe only with Basics and Hectic.
The + ranks to WC gives huge damage, though. Very good for bossing.
For anyone that has any difficulty getting Yen’s to proc. you can always stutter step with town portal to trigger the cast.
8 sec cd on the boots affix. Can you read? 
For clarity then Every second of channeling can trigger it outside of its 8 sec CD
