Whats the optimal frame rate for tapping WW? And what attack bonus speed do we need to achieve that?

Last season, i noticed than movement speed increased my spin speed, may have been just visually, but it seemed to increase atracks per second judging by crit numbers flying around
Didn’t we already confirm awhile back that the only attack speed that actually gets accounted for is the implicit attack speed on the weapon? ie. 1.0 attacks per second vs 1.2 attacks per second implicit on a weapon. I’m pretty sure this has not changed.
