Are you in seasons? If so you need to finish the seasonal journey I think chapter 5. It is in the reward of the completion. It is not clearly written anywhere but for this specific manual that is where it drops. If you search on previous bug posts you’ll see this discussed as well.

It is not related to seasonal journey. Ive done all of the seasonal quests.
It is. It drops from one of the caches when you complete the Champion chapter of season journey.
