OK, 2 times now a lvl 100 “big shot” burned all his CDs then just tap the world boss once then port out, leave us mostly 60-80ish to kill the boss with around 90% hp. Usually we can kill world boss in 6-8 minutes banging together, but after some random “big shot” tap the boss we can barely move boss HP down to 80% after 5 minutes! can we report the hacker?

That’s not hacking, that’s just being an A. You can absolutely report them, as long as you got their name.

The entire boss resilience thing has been poorly implemented.
It really truly has been.
No - the boss gains resilience on how quickly it takes damage. Chunking off significant HP in a second jacks up the resilience, leaving the others that can’t deal equivalent damage zero hope.
It’s a big blunder by Blizzard, that wasn’t even playtested with any real-world scenarios.
It’s a good idea just excessive, especially when there’s only a couple people on it. Scaling needs adjustment.
It is not hacking, and not technically against the rules. It is a jerk move though and probably not intended to be how they want the game played. That is on the Devs though if they did not think that through.
I have not personally experienced that, but would find it really frustrating if I did. I can’t imagine that is how they want the game to work.

No, it’s 5000% terrible. Even if you get an ideal scenario where 12 random people are all similarly geared, it means dealing less damage than what you built your character for.
If my character hits for 10,000 - why should it now hit a boss for 1,000 with Group A vs 5,000 with Group B?
In a game about numbers, Boss Resilience makes as much sense as a fish in a tree.
It’s a system that was clearly only ever tested with EVERYONE at endgame. Like, it’s maddening how obvious the issues with it are and that no one at Blizzard caught it.
A swing and a miss by Blizz. Somebody will always do this. PPL love to grief. This is going to have to be changed.
People who make things usually play the game the way it was intended. Same even with those who test it sometimes. Players - do all sorts of things they just don’t expect because they think very very differently. It is an example of why you really need to have vastly different perspectives when making or designing anything.

If you are not ready to fight the boss, then don’t go there.
This just sounds like “omg why am I not seeing my big big numbers”. Like who cares? The WB dying in one second was a joke. This is a good idea overall it’s just taking way too long in a lot of scenarios.

So, people leveling and being automatically grouped with people higher level than them at a World Boss isn’t the intended way to play the game? And this also shifts into people higher powered than them when at 100. It seems like the way the game forces you to play would then be improper, and if that’s the case, that’s a major issue.

What is probably not intended is people doing high burst dmg to jack the boss resilience then abandoning the fight by leaving the area or AFKing.
