Did Blizzard ever provide clarification on that?
I believe they did offer clarification in their mtx stream with developers. If I understood correctly, the goal is to have all the shop mtx on rotation and the general rule will be that it always cycles back in given some time. Maybe some special offerings will buck that trend, but I don’t think they spoke to that scenario. Find it on YouTube yourself to be sure though.

It’ll maybe sort of come back if you’re lucky in 5 or 10 years. Probably the one week you aren’t interested in logging in on the game it’ll show up. That’s how they get you. Artificial FOMO on digital purchases should be illegal. Can’t believe FF14 is the only game I’ve seen that actually does it right.
The “FOMO” is getting the rewards for free by being in the game when the event goes live. But if you miss out on it, the shop will always have it 24/7 after a year or two later. Cause it’s digital. There’s no scarcity. Just put it up there and let people give you money.
There should be an alert when there is less than a day left of which items are rotating out and which aren’t. Because without that, you would literally have to spend almost $300.00, just in HALF A WEEK to make sure you didn’t miss what you wanted. Even for the new Blizzard, that is patently absurd.

They said during the livestream that stuff would rotate back in. Also that stuff may pop up in your personal recommandations. As far as I can tell if stuff is truly limiter time only, they are marking it as such.

Yeah things will comback and if they ever do a one time rotation it would most likely say something like “limited time”
