Why the cap on scrolls?

Temper didn’t even get the stat I wanted on one of the stats. I rerolled the item and got the lowest possible roll, fine, but then could not get the second stat (any version of it). Everything was fine, whatever, RNG happens right?
Come to find out you can only reset tempering on an item one time.

So, this incredibly perfect statted 2h double socketed 2 star item is now bricked.

Look I don’t mind RNG, that is fine. But when we find a fantastic item, and you implement a process that then completely invalidates that item, it’s not fun.

You’re essentially baiting the player with a huge boost, and then just taking it away from them permanently. Why is this in the game? How has this lasted for so long?

You reward farming with a great piece, and then take it away?

Please just let the scrolls reset the item endlessly, then at least we don’t have to scrap a perfect item. Please get rid of this cap. I just rage quit the game because of this.

Please, I don’t know if there’s a single person who finds this part of the game enjoyable.

If you don’t change it, could someone please explain what about this process makes the game more engaging or enjoyable?

To me, this also doesn’t make sense. The scroll sounded like the price for 6 more temper options, I don’t see a reason why that should only be once per item
