Because it doesn’t have a behavior of it’s own. Even though it is described as “summon” it is just an area effect like Blizzard or Firewall.
Ok. What about Chain L or Charged bolt with the staff, they acts by themself.
Not really, those are just projectiles with additional pathing and homing capability.
Minions have a lot more going for them. They walk around, choose targets, their hits are not directly your damage, their hit count is not limited, they have stats like Attack Speed, Move Speed, Field of View, etc…
Sorc minions are all based on time, but they could easily have Health Bars just like Necro’s Skeletons.
But in the end Inferno is not a minion because Blizz chose so.
