Why do SB quill guides have +basic dmg

I tried reading up on different guides for Quill volley. Most seems to have masterworked alot of basic skill dmg and +basic skill ranks. Why? The guides themselves dont even use a basic skill at all.

As mentioned, most of these guides probably center around the Rod of Kepeleke’s unique effect which treats Core skills as if they were Basic, so all Basic-related bonuses and affixes apply to QV.
