Why do not all stats have same roll chance?

When rolling for a stat on an item it seems some stats just dont exist even though they are on the list for that item. Seems like not all stats have the same chance % to roll into. Why is this even a thing? It feels super unfair!

1- Up until now in all seasons i have played i have never been able to roll in counter offensive on an amulet with my barb. I have spend 100s of millions into this without result.
2- +leap on boots seems to just not be possible.
3- all res on pants seems impossible too yet here i also spend 100s of mills into

I am pretty sure the same might be true for other classes?

arbitary lottery = extension of lifetime

tbh i do not care about that but im worried about the whole itemization as they release more and more items while there are countless useless items already… at some point they will not be able to monitor them similiar to diablo 3…

If every stat would have the same roll chance, every rogue amulet would look like this before masterworking:

  • +3 to Exploit
  • +3 to Malice
    × +2 to Frigid Finesse

But that would be a problem with build diversity, not a problem with enchanting. So it’s a non-argument really.

The alternative that we have now is that only people willing to trade have a chance for the really good items which is sort of messed up.
