The Armory does not save witch powers, nor does it save mercenaries. I see that it only saves gear, skills, and paragon. Whoever designed such a mess is clearly not a good developer or designer, and they never played any games. It needs to save everything, or it is useless.

The armory isn’t supposed to save seasonal powers. It doesn’t need to save mercenaries either given those can be freely changed in short order for no cost. If it were to save seasonal powers the code for the armory would have to be changed every single season, which is neither feasible nor desired from a clean code point of view.
I agree about seasonal powers but not for mercenaries. Mercenaries can be different depending on the configuration (pit, farming,…) and are not seasonal, I think
