Can’t turn in whispers. There are no choices available

I’m having the same issue. Go to turn in 11/10 whispers and get a black split box with no options. Could use some direction to get this resolved!
Edit: have tried changing world tier, force quitting application and relaunching, tried progressing whisper points and all in all issue persists.
Platform- Xbox One X/S
Second Edit: also noticed I no longer have stealth with teleport for 33 primary resource

Went to turn in my whispers and same thing, 11/10 and blank no choices. Logged out and back in as well and changed areas. On ps5

Having the same issue. My dad and I both just hit this issue about 10 minutes ago. 11/10 favors. Blank split option box.
