Whisper cache (8 of them) not giving items or xp to alt

Just opened 8 caches (a variety of kinds) and received neither xp nor items. He catches were all farmed in t3, and opened on a level 1 alt.

I think the XP comes from XP Motes, not from opening the cache itself. T4 caches drop XP motes, I don’t know if T3 caches do.
