The obvious is, the end-game is virtually non-existent in D4. You don’t have to agree, whether you like it or not, that’s the reality of it.

It’s technically not P2W but it is definitely borderline and pushing the limits. It doesn’t give you the top end raid gear and stuff. Just gets you ready to run the end-game content, but everything is obtainable by playing.
P2W is more paying for power and advantage that can’t be obtained by playing the game. This won’t give anyone an advantage in PvP or PvE and just gets you to a specific point faster (ilvl 424 isn’t hard to get), but that point isn’t even hard to reach anymore anyway so it’s pay for convenience.
So while technically not P2W, it is definitely testing the limits of what should and should not be offered in the game.
