Where is the NPC at the Tree of Whispers?

I’ve created a new character to play the new season, skiped the main campain but not finished the DLC. But I dont see any NPC on the three of whispers, also I made several whispers and I can’t gain reputation with The Coven.

Can you guys help me to find a solution?

You have to at least play the intro to VoH. Get to The Den area, and it should be available.
