I’ve got a tonne of Harmony & some Titan Tributes, but where do the Legendary ones drop from and is it possible to farm them?
I got mine from the reputation caches.
But be warned, once you pop them you will be faced with timer penalties and suspicious amounts of damage resistant elites. Time runs out = too bad.

Can’t help you there unfortunately.
However, since they have a decent chance of giving you loot that is actually worth keeping (given that they don’t bug out on you), they are scarce af and next to non-existant. This is Blizzard’s modus operandi regarding rewards.
yeah I’ve used two in the Kurast Undercity that gave me a bunch of ancestral items, but haven’t found any since
So far most better tributes only drop from tormented bosses for me.
In the end it always revolves around boss rotas. So glad we have a party finder now.
