I have done tree turn ins and a bunch of chests in Helltides and have yielded zero???
they can drop from whisper, nmds, helltides, and the infernal hordes.
You can also craft them at the occultist.

I checked the Occultist and do not see it. I see NMDs and nothing else. I did the storyline quest. What am I missing?
