When/How Do I Unlock Masterworking?

As of yesterday, I have returned after 5 months away, and I just hit WT 3.
I figured it would be unlocked then, but it’s not. Is it when I hit level 50?

  1. Temper 2 affix to your item
  2. Clear 46 dugeon at least once to open PIT
  3. Get mats from PIT
  4. Maybe chat to blocksmith to obtain masterworking?
