Because it’s been a week now and neither me or my son has gotten one tribute to drop. Countless tormented bosses, helltide chests, pits, hordes. I’m pretty sure it’s not suppose to be mythic level rarity is it? I hope they get added to the game soon.

Have you completed the quest?
I have 50+ of them laying around that i have got from all sort of activites after completing the quest.

As others have said there is a quest that seems to unlock them. Forget the title but the one where you help Ormus and gain the trust of the people of Nahantu. At some point you actually get some tributes as quest reward. After that they should drop for you.
The 1% you’d want (the unique ones) are locked behind the reputation grind afaik.
No keys are required to “spawn the portal”, you can run the Undercity without any Tributes.
Oh yeah, you’re right. Would you ever want to though? I mean, considering the drop rates we live with?

Done a thread to let people know about this important fact.
Dont forget that you need to have done the Tribute/Undercity questline for them to start dropping.
This is per character, not account wide.
So if you are on an alt and wonder why runes and tributes, etc never drop… thats your answer.
