Hi,

When will “Finish / Upgrade” be unlocked for the blacksmith?

If you mean Masterworking?

Then you need to:

Complete NMD46+ to be able to interact with “The Pit Obelisk” so you unlock Masterworking.

To be able to Masterwork an item you need the correct materials (found in The Pit) and you need to have tempered it twice.
