I started the launcher and it is downloading something related to diablo 4. It can’t be the preload because I already downloaded it. And of course it is downloading at 10kb/s thanks to Blizzard’s great servers.

There are two patches set to come out before the expansion hits. Both pre-downloads. What you’re seeing is probably the 2nd patch.
