What exactly does "Up to 10%" Mean?

So Ring of Mendeln. Out side of exploits does not proc at 10% of lucky hit, it proc at “UP TO” 10%. Does anyone have a clue what that actually means? Trying to get the ring to proc without exploits is frustratingly hard.

It means that if you somehow achieve over 100% lucky hit chance for a given ability, it won’t ever allow said lucky hit ability to proc more than 10% of the time.

50% lucky hit chance for an ability that can proc a 10% lucky hit skill means you have 5% chance to proc it. The lucky hit system is not properly communicated ingame via tooltips, and that’s assuming it even works correctly, as so many spells and abilities DO NOT work as advertised to the point in which you can only trust what you can playtest to prove.

Thanks! One more question. Does lucky hit proc off every enemy hit with an AOE? (I am using corpse explosion, plagued version not blighted) I have a net 68% LH on that skill and regularly hit multiple enemies with each hit, would expect a much higher Mendeln proc rate than I am getting. If its only one proc per skill cast things would make more sense.

Supposedly, that would be a 6.8% chance per tick for it to proc… but I think that’s for regular corpse explosion and not blighted. I’m not logged in right now, but if memory serves the lucky hit tooltip doesn’t change between regular corpse explosion vs blighted. I think blighted has a significantly reduced chance (because it’s rolling DOTs rather than just 1 hit per corpse like regular CE) but as with a thousand other things, Blizzard failed to update the tooltip.

Yes thanks. I am expecting 6.8% or about 1 in 15 hits to proc, but if its aoe and hits 3-4 enemies per hit I would expect closer to 20-25%. I am not getting near that.

Having played with it for a while I felt like blighted corpse explosion either wasn’t proccing mendeln at all or was doing so well below 1% of the time, to the point it wasn’t worth depending on that ability to proc it.

That’s my feeling too, But it was procing cool down off my decrepify which is also 10%. I can’t make heads or tails of it. I “feel” plauged explosion is doing better, but still not keeping pace with cool down off Decrep. If I could proc like my decrep cool down i would be doing some serious damage.
