After getting a controller for PC, I can see that console/controllers have huge advantage with movement especially kiting with Target Lock never missing a range attack and melee.
Why isn’t Target Lock available across the board if WASD is not an option?

Target Lock was given to controller players because their targeting wasn’t as precise as one who used a mouse and keyboard. So it’s a bit ironic with what you point out.
Target Lock is 100% Precise! You don’t even have to face the target at all.
K/M you move and reposition to face target, unless it’s splash dmg. Abilities like Boulder and Earth Spike can miss.
Yes target Lock is guaranteed precision after you target it. Mouse players don’t need the option unless its an FPS shooter.
Target lock does exist for PC with keyboard and mouse indirectly but it does get kind of annoying to play with toggle all on.
If you want to try it, go to accessibility options and change skill toggle behavior to toggle all. This will make skills that aren’t a cooldown lock onto a target and auto attack/follow it. It will also make movement toggle and make you auto-walk, which is sometimes nice and sometimes annoying. I hope they add a toggle movement only option so we can toggle with force move only or something so I can use it when traveling long distances but leave combat alone.
There is some kind of annoying aspects of playing with toggle all on that you’ll have to get used to if you want to use it though.
You also can optionally split your left click from being a combo key to just basic attack in the control options if you get annoyed by accidentally auto-walking with left click. That then means you have to loot with the interact key (or move + interact) if you bind that, which I find annoying. They should add a basic skill + interact combo option I think.
edit: also probably worth noting if you leave left click in combo mode and turn on toggle all, when you current target dies it just starts auto walking automatically if I remember correctly.
The game really needs WASD, for sure.

idk WASD support is very hard to implement into these types of games
Diablo Immortal had it so I can’t see how hard it could possibly be. Always nice to have more accessibility options.
