Neither of the Skeletal Mage Cold upgrades are working either.

Minion Necro is full of Bugs right now.

Multipliers from Masteries
and the rest that we dont know of 
Lets hope they fix them on Season 8 
I’d confirm both initial observations, as my minions are the only sources of both the Vulnerable status and corpses, the latter disregarding killed enemies of course
Enemies never become vulnerable and, when fighting bosses, corpses never appear, breaking many of the synergies of the build I played the last few seasons
