Maybe give a xp boost on “alts” up to the point the most progressed character on the realm/account is. So they can get there faster. Also fine to speed up progression on the first character.
Account-wide should not happen for anything really. Heck, remove it for Paragon.
Let new characters have the journey too, not just come out fully formed.

The positive to War plan progress not being shared is that you see more people in Helltides later in the season.
That is the only plus to char only progression.
