VoH Shop Items Locked - License Not Recognized

I am unable to purchase Spiritborn items in Tejals Shop. They all act as if I don’t own the DLC. Except when I “explore” on that same page it shows it all unlocked. The “Expansions” Pages shows the standard of VoH NOT unlocked. Everything else in the game so far recognizes the DLC , it’s just the shop items won’t recognize it.

The support agent said he refreshed my account to try to fix it but that did not work, and posting here was his only solution if that failed. HELP? Issue ID: #101561401

I am also having the same issue. Contacted Xbox Support. They reset my console but still cannot purchase VoH related items from the Shop. Creating ticket for the this is another thing. Blizz literally stalling players not to deal with tickets.
