Upgrading doesn’t increase the power amount of the Imprint.
So it doesn’t matter.
BUT, Enchant first, then upgrade. For some reason Enchant seems to be bugged (or it’s how they made it), but you don’t get the “upgraded” number of the affix.
Meaning if the min-max numbers of the affix in question were 25-50 before upgrading, it will still be 25-50 after upgrading.
So enchant first, then upgrade, which will increase the number.

Upgrade before imprinting as well, mainly to save gold. It’s more expensive to upgrade legendaries than rares.
