Unique adjustment and visual effects

Reading off the summary of dev stream,
Some uniques will be buffed to match the level of legendary; besides the razorplate getting 4 affixes now, the other few items seem to be small buff or swapping out 1 attribute laterally; are all changes to uniques included in the patch notes ?

Another interesting thing is skills will appear visually more powerful as they level up. I know there was a video in pre alpha a few years ago showing different intensity level, but the skill also covers larger area as it gains ranks. Is that still the same here. Would love to see more recent up to date visual demo.

I like how blizzard are adding Tempered Manuals to increase certain aspects damage. I want a Tempered manual that increase any and all Unique damage scale with Primary stats which ever is highest. I sure don’t want to pick up a Azurewrath just to stick it in the stash because the proc damage is too low.

They’ve readjusted all proc damage, including those on Uniques.

Are you saying Azurewrath will do more damage than Dust Devil aspects with the glyph AND Tempered Affixes?

No - I’m saying the new S4 Azurewrath will do more damage than the Azurewrath in the current Live game. That’s a fact. What we don’t know is how much more, but given the PTR scaling coefficients on procs, it seems to be about double. We also know that procs are supposed to scale with %damage now, as well as %type-damage (like %Cold).

What you are actually asking is impossible to answer at this time. You’re wanting me to compare two completely unknown values to each other. We don’t know how much the final proc on Azurewrath will do, we don’t know how much Dust Devils will do after PTR fixes, and we don’t know what post-PTR Tempers look like. So a comparison simply isn’t possible.
