Specifics:
- I cannot whisper to people; It returns the error “Unable to deliver the whisper to [name].”
- People can send whispers to me
- I can whisper to people on my friendlist
About my d4 purchase:
- Game is purchased on steam (pc)
- Linked BattleNet Account has no purchased made on it
Things I have tried / ruled out:
- I am not using gamepass (have seen people having similar issues using it)
- I have set my “private text chat” setting to “Everybody” (Turned it off and on again; this also cannot be the issue, because people can still whisper to me)
My suspicion:
- My friend (using Steam) can whisper to people. The only difference between us is that his linked BattleNet account has had money spent on it. Perhaps this is an anti-spam security measure of some sorts.

Did you solve the question my friend? What should I do? I send a ticket and they say the same empty things.
Did this ever get fixed for you? The problem started happening to me 1 week ago.
For most of season 8 I could whisper to anyone, which is necessary when buying/selling in trade channel…you usually only add people to friend list when they agree to a trade and need to invite to group.
Now people not in friend list can whisper to me, but when I try to whisper back to them (immediately, so they are online) , I get error: “unable to deliver the whisper to”…
My diablo account settings are set to allow chat with everyone so it is not blocked by my account setting. This worked until recently and I do not know what changed to break it. I have lots of 3GA items I can’t easily sell in chat because it’s such a royal pain to friend everyone inquiring about an item.
This seems like a bug, and other people have been reporting this issue it seems for more than a year without any definite solution or even an acknowledgement from blizzard.
