I’m currently a level 62 sorcery in World Tier 3 ( Nightmare difficulty). The Jeweler only offers the chipped or regular gems. I have others on different accounts that can access the Flawless or higher gems with a character in the level 60s.
I’ve tested this out at different jewelers throughout the map and all restrict me to chipped and full versions of any gem.

Lvl 63, eternal realm, WT3 and I have dozens of normal gems so I should be able to see flawless gems crafting at Jeweler.
Same here, I remember times when patches would fix issues and not create new ones ffs.
Flawless unlocks at level 71 for crafting though it requires level 60 for equipping.
Same problem here. Level 63, can craft chipped and normal gems, but flawless and royal are not even displayed as options in the Jeweler. only (2) recipes available per gem.
Same here i have 3 regular but cant craft Flawless WHATS UP!
For real this is ANNOYING! I can NOT craft Flawless with 3 reg gems as i should be able. ay i dont have the material I guess ill stop playing for a while and see if they patch it later.

You guys seriously need to do your research. You have to be over level 70 before you can craft flawless gems.
