I was unable to collect any Nightmare Sigils despite being level 52 and on World Tier 3. The only way I have found to get around this bug was to join a Nightmare Sigil Dungeon with a group and then you can collect the sigils that drop. Just make sure you use your own sigil to start/complete the quest. There is also another bug with the crafting of Nightmare Sigils. You can get around this bug by completing a Tier 1, Tier 2 and Tier 3 Nightmare Dungeon. I have heard reports that completing a single Tier 3 Nightmare Dungeon unlocks crafting Nightmare Sigils.

I’m not yet at this phase, but my husband is and he is stuck as no nightmare sigils drop… he has farmed Tree of Whispers three times and no sigils have dropped. I read somewhere that the first one should be a guaranteed drop…

Did anyone ever figure this out? I got to world tier 3, have done several Tree of Whispers turn-ins and opened the boxes, but I haven’t seen any sigils. I’ve seen several glyphs in the tree boxes, but no sigils. I checked my consumables just to make sure, but it’s only elixirs.
I’ve seen several guides say that a nightmare sigil is supposed to be a guaranteed drop from the first tree box you open, but that doesn’t seem to be the case. I’ve also seen several people respond to the issue of not finding any sigils with “just craft a sigil,” but at the occultist, the sigil crafting tab is greyed out. Do you first need to find a sigil before you can craft sigils?
I have 10 or 15 glyphs, but no way to rank them up because I can’t figure out how to get nightmare dungeons going.
Is there something I’m not understanding? Or is it just a low percent chance rather than a guaranteed drop to get a sigil from the tree? Or is it supposed to be guaranteed and something is bugged?

Same problem here. I’ve unlocked world tier 3 and completed several tree of whispers quests with multiple caches. I’m now level 55 and found quite a few glyphs while doing t3 tree of whispers and still cannot find a single sigil. I don’t have a quest regarding nightmare dungeons either, and no in-game leads or info at all about their existence. I can’t access sigil crafting either, since that requires doing a nightmare dungeon… Which requires a sigil. 
And yes; I have looked in my consumables tab.

Same I beat the game at level 46 and am now level 54 mind you this entire time trying to get them and not ONE drop. I have done countless tree of whispers, countless world bosses, countless legions and helltides this is the WORST DESIGN for a CORE mechanic I have ever seen. It’s making me not even want to play the game anymore.

me too. I beat the game at level 50 and now I’m level 62. I’ve done dozens of tier 3 dungeons, tree quests, helltide zones etc. All of my friends have seen several drop and they are all like level 50-54

Same. please Blizzard, do something to at least help us get a foot in the door. I don’t see much else to do in the end game that isn’t timer based.

i had the same issue, did multiple trees in t3 and no sigil. i even finally got one from legion event but the quest was still bugged. it will likely lead to no quest for crafting sigil
i went back to t2, completed a tree 10 offering and it popped the white quest. completed it on t2 and went back to t3 to do 10 more offerings and the quest popped again and dropped 2 sigils in the reward.

i was having the same issue with sigils not dropping. i did what noxipoo posted and it works! the quest is bugged for some reason but hopefully blizzard can fix it!

UPDATE
Looks like need to open T3 sigil and complete Dungeon in world tier III to achive next craft step. Just did it solo from T1 sigil to T3

I’ve done like 10 whispers on nightmare mode and not one single one. Is this intended?

Wanting to bump this because I am also experiencing this. I’ve turned in 3 caches and am now level 53 without a single Sigil drop.

Same here for me. I’ve just been running the helltides. Would love to be able to run NM Dungeons while they aren’t available though.
Similiar problem, i have all sigils lvl 1 And can not finish quest for sigil crafting after i completed a few of nightmare dungeons, something Is definitely broken.
Same problem here. Game ruining bug. Not getting any nightmare sigils and I’ve cleared like 8 normal tier 3 dungeons. Joined a friends nightmare dungeon, got a sigil… still didn’t get the quest. Please fix
Got my first nightmare sigil from a legendary cache drop from world boss. Might be a workaround?
