For Barb, I have hamstring which slows all enemies that are bleeding and I am using flay and rend to add bleeds to all attacks.
Umbral is not giving me any resources when mobs are slowed.

Same here. Druid. No procs with slows from Enhanced Hurricane or even Immobilize from Poison Creeper active.
Also having this issue on druid. Seems to work occasionally but then just stops… not sure if there is an internal cooldown or something but it seems very sporadic
