I had a Tyrael’s might and a Harlequin Crest sitting in the bank. They both said required level 35. So I decided to level up a druid thinking it would be fun as can be running around at level 35 with those items.
Literally an hour before hitting 35 I changed back to my barb and long story short I ended up using those items and I master worked them.
Now they have a required level of 90!! I was so disappointed I did not play the druid yesterday.
Is this a bug or is this bad design?

Probably not a bug, to prevent even more powerful alts to wreak havoc amongst the populace. That being said though, good to know that it does change the level requirements, I never would’ve thought to look honestly.
I think you mean LV 55 (they don’t start dropping until then). This probably works along the lines of this:
It would seem that masterworking “recreates” the item and thus the game essentially thinks you just “found” it.
Check your item to see if it has a royal gem in it. That would bring the item to LV 90 required exactly. My masterworked Raiment chest is still LV 74, so masterworking doesn’t appear to change item requirements.

Masterworking requires materials that a Lv 55 is not going to have access to so ofc the level requirement would go up.
Put the gear in the masterwork thing, if you’re on controller, press ‘Y’ or triangle, it’ll bring up a new screen and you can reset the masterwork.
The level requirement will also change if you add a gem to it that unlocks at a minimum lvl.
You can reset the masterwork and remove the gem to put the ilvl back to 35
No they don’t. You just have a high level gem socketed. Remove the gems and you can use it at level 35 even if it’s 12/12 mw.

So hear is the bug. When you reset the mastercraft if the item originally did not have a socket the socket and the gem with vanish.
If you log out and log back it they will appear.

Actually, socketing a royal gem locks it to level 90 permanently, even if you then remove the gem. I had that problem when I tried to swap some gear over to a lv 80 alt.
It does not. See my previous thread on this. Had a shako, put a gem in it. Locked it to 90 thought wtf, someone pointed out remove gem and I did . Item went right back to lvl 35. Source, I did it

I’d assumed that the gems locked them to level 90 because I had a bunch of rank 8 masterworked gear, and only the items without sockets were locked at level 80 rather than 90 (after removing gems).
But it looks like the rules for locking an item to level 90 are more complicated than that.
I have boots with rank 8 masterwork that are level 80, but I have a ring with rank 4 masterwork that is level 90 (gem or no gem).
One of my helms with rank 6 masterwork is locked at level 90 (gem or no gem), but my shako with rank 4 masterwork is level 35 (when I remove the gem).
Only Ubers have the level 35 attachment to them. It was put that low as a nice surprise / incentive by the devs for leveling alts if you were lucky enough to get one
All other uniques and legendary items have their own level requirements, usually being the level they dropped at for the character they dropped for

I almost uninstalled thinking I screwed up that bad, Was raging over nothing. 
Check the gem you have in it.
If you have the highest gem it will say level 90 accordingly.
