After many years I understand RNG. I decided to do a test over five days and did Mephisto twenty times per day and not once did he drop a splinter. I am carrying Baal’s splinter so it is not because I am using the hate splinter.
I’d appreciate it if the developers please clarify if this is by design or a bug?
To test it was not just the single character, I created another character and chose diablo’s and once capable of T12, the same thing with Mephisto. RNG is fine for any game, but this doesn’t exactly entice people to do it again many times if the odds are ridiculously bad. Quite the opposite, it becomes a deterrent.
in my experience, the uber prime evils were dropping splinters and more mythics at the start of the season but it’s been a really long time since i’ve had splinters drop from there. mythics also have decreased. i stopped farming those spots.
yeah they got nerfed. Baal Runs were way better at the beginning of the season in terms of loot.

right after i posted this i got a terror splinter from a diablo run. but at this point in the season i think im done with the hard farming. if i can get the milky pet and the whimsyshire portal cosmetic great. if not, ah well. hopefully there will be chances to get them in future seasons.

I got destruction and Terror within two runs of each. After well over 100 runs, no hate splinter.
I have got whimsy twice, and the milky pet a couple of weeks ago. It is all RNG and blind RNG luck to be sure, but the hate splinter I am finding to be the worst RNG I have encountered to date.
UPDATE:
I finally get one, make the key in the cube, go in and died twice, third time, just about to beat them the game disconnects me and the key is lost forever.
