Since the update on 13.5.26, I haven’t seen a single nemesis lair portal spawn. I have spent almost 150 total keys in the spawn of 24 hours, and no portal. Prior to the update, I would get a portal every 6 or so lair keys used. Either they dropped the chance to .001%, or the perk is bugged and not working at all.
