I have tried Bone Storm almost every Season. With or without Lidless.
In principle, it should work. You can get the CD to lower than the uptime very easily. The issue has always been damage and range and the fact other Bone Spells scale better. You have to beef up Bone/Physical, so why not just use the other spells?!? Bone Storm at that point just becomes the extra Damage Reduction.
yea BS never was like the super damage dealer in any season. Can lead to incredibly tanky builds tho. 
Added: Putting expac & vanilla players together is a business move to drive sales, more than anything. We did see the shiny wings & cats with preorders even before Oct release… actual wings & not a wing emote, to boot. 
Different type of studio, 20 years later. Not primarily ruled by gaming ethics, rather by business ethics. Curse the financial success of gaming I guess… attracted many corpo vultures to roost over the geek devs.
I think it’s far more to do with not having and maintaining seperate servers. They don’t even have a SFF mode, which would require exactly that.
The bonus is just showing players what they are missing.
