Not sure what happened but tributes are not dropping from any source for me, am lvl 158 and finsihed all campaign quests/introductions to new mechanics etc fully completed campaign.
not sure if this will help but thought worth metioning is that i also have a [Rise of Khazra] yellow campaign quest thats stuck on map but not showing in quest log which might be preventing certain requirements for them to drop.

Same. I think is for the Dark Citadel which can be reached from The Den where the yellow marker is (it is for me).
Entering The Den makes the marker disappear, until you exit it again, at which time it reappears.
Should definitely have a quest log entry.
Ok sorry for the delay but i finally figured it out, even tho it clearly shows a yellow quest marker once you have completed all wings of the citadel (which is purple quest marker) it removes both, think some weird overlapping of quests is going on there…
as for the tributes, they just seem to be really “REALLY” rare for me at least…
