let me guess, you were in a group when you did it? This bug is in the game since release. Group players cant even complete the quest to unlock it if you are in the group. It only counts for the party leader
I was playing solo, not in a group.
Damn so its now bugged in solo sometimes too? did you finish the rewards level? you need reward upgrade1 to get your tribut rewards. Attunement Rank 1
Quest is sometimes only finished for one player not only for the leader. I as a leader had several quests related to the undercity, where only my partner got the finish.
