I was wondering if any one else that was grouped up ever found a treasure goblins?
My wife and I were grouped up and never saw a treasure goblin once. Never once in all the dungeons we did or in the open world.
When I was playing by my self on the Sunday, I ran into 3 or 4 on my own. I ran into a couple in the open world and at least one in dungeon.
Just seemed really odd to not run into any while we were grouped up together.
Yep, found all mine while grouped, never one solo. Just luck of the draw I guess.

Played 1 character to 25, 1 to 16, and 1 to 10ish… never saw a single goblin. But, I also never grouped with anyone.
Found at least 6 that I can remember, half in group and half out of group.
I saw 2 in 3 days of on and off playing. No group though. I have no friends. 
Found 2 in solo play no group. Level 25.
All in open world.
My husband and I played most of the weekend together, and then solo the last half day. We saw them a LOT! To the point where we wondered if they had them turned up for the beta. Saw them both grouped and solo.
Found 2, one in group that died in less than 3 seconds, and 1 alone in a dungeon which I couldn’t kill because of the elites around permastun me.
Found several along with a group of 3 in a cellar at one point. Found the butcher twice, once solo and once in a group.
I found 2 - one in open world and one in a dungeon. Both while solo.
I killed three. Two dropped legendaries.
I found 2 and I was solo both times. Got 2 legendary items off the first one and 1 off the second goblin.
I had 4 of them solo.
I’m curious to see if they bring back the goblin portal.
I only saw 1 from 1-25, and it was in a solo dungeon.
I’ve had two treasure goblins. I was solo. 
One of the side dungeons that look like a laptop icon at first had a goblin pack of 4 in it instead of mobs. As if chasing 1 down wasn’t hard enough…
i found a bunch solo. never groupped up so can’t say. i foudn them in the world and dungeons
Solo I found treasure goblins in both the open world in dungeons many many times.
Grouped I found treasure goblins in the open world and dungeon a few times.
I’d say its just luck on your end
