Tormented Grigoire - Not Dropping Shard of Agony Consistantly

Hey blizz, during a Tormented Grigoire group rotation(season 5). I was only get shards of agony dropped every 3 to 4 kills. I would get 5 and then zero, zero, zero, 5, zero, zero, zero, zero…etc
Not sure if this is a glitch or intended, but I was definitely getting zero shards for 3 to 4 kills.

You get shard only if you pay the summon
