I reached level 60, and completed Tier 20 of The Pit. I got the pop-up explanation saying I unlocked Torment Tier 1, and completed the mini quest to visit the statute to change it… However, it is not unlocked… I have re-logged, restarted the game, turned in other quests, and changed difficulty tiers to no avail.
