Quest says to: “Meet Locran in the Caldeum Imperial Palace”

Edit I logged out/back in and he appeared. Still a legitimate bug, though.

same issue. log in and out also helped in my case.

Logging in and out did not fix this bug for me, but entering the “Yshari Sanctum” dungeon directly beside it, then exiting, fixed it for me. Perhaps there are certain instanced versions of the area that don’t have him spawn for some reason.

Same problem on XB1X. Rebooted console and back on track.
Relogging, rebooting, and going in and out of dungeons didn’t fix this for me, but changing from World Tier 3 to World Tier 2 did.

I’ve reset and restarted everything I can think of and cannot get him to spawn. Definitely a legitimate bug 
Same here on PS5. Logging out completely to the game logo screen then back in fixed it for me too.
Changing to world tier 2 is what worked for me
Same. Changing to WT2 brought Locran in.
Apparently, Locan is not meant to be seen on WT3, I had to change to WT2 to see him.

I’ve detected the same bug of disappearing NPCs in no less than 4 other quests:
Seeking Refuge
Tending Nature
Remnants of Faith
By Three They Come
Always it is the same, I go to the location where the NPC should be waiting, but upon entering the region, there is no NPC and no quest location marker.
