This is the last explanation I found in the previous patch notes regarding how Overpower calculates its damage:
“Overpower now always deals up to 50% increased damage based on current life percentage. Overpower benefits from:
– +2% damage per 1% of Base Life in Fortify.
– +2% damage per 1% of Base Life above Base Life in bonus Life.”
I think the core issue is that all of these Overpower modifiers ultimately contribute to the “All Damage” stat. For example, if you already have 1000% (x) All Damage, and then equip something like Inner Calm (which gives 39% (x) increased damage as an example), your All Damage stat will increase to 1390%. This illustrates how individual multipliers scale additive stat sheet values directly.
Another example: if you have 1000% (x) Bleeding Damage and equip the Berserk Ripping Aspect at 35% (x), while going Berserk, your Bleeding Damage stat becomes 1350%. This matters because certain skills (like Rend) deal specific types of damage—in this case, a portion of Rend’s damage is Bleeding Damage. So, the increase to that stat directly impacts skill effectiveness.
Similarly, the Aspect of Apogeic Furor acts as a multiplier to your Ultimate Damage stat, which was a major mechanic in last season’s builds.
So circling back to Overpower: you’re right that the health-scaling component is powerful—not only because it increases your All Damage, but also because Overpower itself gets a 50% (x) multiplier at the time of the proc. That double-scaling—feeding into your base damage stat and then multiplying it—is what makes it so impactful.
To correct this, in my opinion it should read:
“Overpower now always deals up to 50% increased Overpower damage based on current life percentage. Overpower benefits from:
– +2% damage per 1% of Base Life in Fortify.
– +2% damage per 1% of Base Life above Base Life in bonus Life.”
