The vendors in all the towns are selling the same items?

So I went to take a gander at a vendor just by the 1/100000000 chance that it has the stats that I’m looking for. I went to one and nada, then well this other town has the same types of vendors it must be different right? No, same exact items. Went to test in another town and it’s the same items.
My only thought would be all the towns are different right? So the items should also be different?

I know that after the timer hits it rerolls the items and I also think when you level up, but was this intentional that the items are the same in all the towns? Cause if the idea of the towns are all different because that would be what would be in a real-world setting, wouldn’t the vendors be the same way? Kinda doubt they are all getting the same items from their source will all the exact stats cause well talk about the chances of that happening?

Not only the vendors in the same zone but also ALL the vendors in the entire game sell the EXACT same items! This sucks! We can’t craft items as we used to in D3, so somehow all of a sudden all the Blacksmith FORGOT how to craft items but have been turned into some sort of Enchanters - they can apply aspect powers to an existing item. But we also are limited to the items that we can buy in the game.

I just found a nice legendary weapon that does more damage so I can finally replace the old one BUT it has a different legendary power, so in order to use it I have to replace an item that has the same legendary power as the new weapon with an item that has the legendary power of the old weapon which means I have to replace my gloves BUT none of the vendors is selling a glove at the moment and I can’t craft a rare glove at any of the blacksmiths. Considering how important is imprinting to gearing I find it quite remarkable that the game developers missed all of the above - the vendors selling the exact same items, and the lack of craftsmanship in the blacksmiths.
