Many have brought this up, but IMO this is the biggest issue with the game.
You are playing in WT3. You hit level 60. The mobs out in the open world have a cap of 55. So doing open world activities is no longer useful. You do some nightmare dungeons at your level, but after while that gets very repetitive. So you decide to go to the WT4, but the capstone dungeon is filled with 70s who kill you fast. So your only option is to run enough nightmare dungeons until you can get high enough to capstone level. But that grind is LONG and a lot of players don’t have the patience to grind dungeons over and over for one level every few hours.
IMO they need to raise the cap for world scaling in WT3 to be 70. It’s suppose to be a 50-70 zone after all. Either that or vastly increase the experience so that it’s no longer a slog. Because people I know that play all point to this level for when the game became less fun and they started losing interest.

Edit: Thanks Mike. It appears that the system has you always fighting mobs five levels below you in WT3 once you pass 55. That is a really stupid system. They need to speed up leveling a bit because this is the part of the game where a lot of players lose interest.

The game is not fun from about level 10 onwards.
Is it that the mobs are capping at 55, or that new system where you can outlevel mobs now? That combined with the xp reduction of 10% per level below you doesn’t really show signs they thought most of this through.
Ask singularity for help. He did it with a sorc at level 60. What a big boy he is.

Here is your problem, it is the new system.
Level scaling inside dungeons and most overworld territories has been adjusted in World Tiers III and IV. Monsters will begin to trail behind the player in Level after a certain point (up to a maximum of 5 Levels behind). This change does not affect World Bosses, Legion Events, Fields of Hatred, Helltide, or Nightmare Dungeons.
Developer’s Note: We want to give players a better sense of their power progression and mastery over the world while still challenging themselves with structured End Game activities.
World Tier III Example:
If the the player's Level is below 55, the monster's Level is 55.
If the player’s Level is 56-60, the monster’s Level is 55.
If the player’s Level is 61, the monster’s Level is 56.
If the player’s Level is 62, the monster’s Level is 57, etc. (from this point the monsters will always be -5 until World Tier III's max monster Level of 70).
World Tier IV Example:
If the player’s Level is below 75, the monster’s Level is 75.
If the player’s Level is 76-80, the monster Level is 75.
If the player’s Level is 81, the monster’s Level is 76.
If the player’s Level is 82, the monster’s Level is 77, etc. (from this point the monsters will always be -5).
Yes, the open world mobs in WT3 cap at 55. I have no idea why. The only way you can fight mobs at your level is nightmare dungeons or helltides.
They don’t cap at 55, they trail you at -5 levels once you hit 60.
Either way, that’s not a good system. I don’t know why they changed it because it makes leveling so slow

I agree. They force you to take a 50% exp loss because they want us in the NMD’s.

Ask friend to boost.
Or get addicted to exlixir and party play until ready.
But really, devs have endorsed the boosting, so best do that.

Blame the Andies whining about level scaling, and I guess also blame Blizzard for listening to players, because time and again this community shows it is dumb and shouldn’t be listened to.

If they were listening to players they would always have a part of the world with mobs at your level. If you played WOW before level scaling, there was always zones to go to for leveling. With the way this system works, I will never see that unless I spam NMD over and over which gets old quick. I still have a lot of quests I could do but why would do that when the XP is so minimal?

It wasnt them not thinking… it was the community complaining they didn’t feel “powerful” and “scaling is the worst”
Revert all scaling changes immediately… make the world scale with you at a minimal 3 levels higher up to level 95…

Community whined they wanted to outlevel mobs. The end result is that you can outlevel mobs. Our fault for not doing enough to shut down whiners in the community, but also Blizzard’s fault for listening. The community is dumb - stop listening to the community and actually just have good design instincts, lol.

Yep they lack of confidence, is disappointing…they think people want D3 and it feels more like it tbh.
Mob density…yay even on a t14 n/m with hell portal, i just see mess now…no challenge and makes the game hitch…
