A random shrine effect for 10-20 seconds every 30 seconds. That’s an average of every 15 seconds - half the time. Massively OP, given what some of those shrines do.
The fact that it’s ultra rare and the odds of getting it are almost as low as the odds of winning the lottery doesn’t make it OK - that basically means that the one person who gets this thing will instantly be the most powerful player in the game, by dumb luck and nothing more.
Not OK in my book. It’s just as important to balance ultra-rare items as it is to balance common items.

In World of Warcraft, I, & others were angry and befuddled that they spent so much time and energy on mythic raids that less than 1% of the players ever did.
Now they have the grandfather some hat with four skills. This staff and the doom bringer that less than one percent of one percent of 1% times a google will ever get.
This would be something you put in at the end of the game for fun instead, they spend time on these items that only 10 or 20 players will ever get
I’m super tempted to dump all my gold mining and silver mining and and uranium stocks and buy blizzard or I guess Activision and then go to the next board meeting and whine and complain like a fat, angry rage filled nerd who just came out of his basement because his mom burn the pizza puffs
I have this item. It’s such actual hot garbage I’m not even going to waste my time playing with it. Can’t boss fight with it. Zero build synergies. Removed two aspects or one really strong one. Name one good Druid build this would pair nicely with, you can’t. Just boring raw stats and random dumb shrine effects. Even gamblers would want to throw up every time this things procs. Not to mention a stressful way to play the game. Kill an elite, then hurry for buns to the next elite before you lose your chance for extra gold. I can’t believe rng gave me this worthless piece of trash. Back to the duriel grind. You’re getting boiled over literally nothing. Hot hot garbage. Watch, no streamer will ever touch this disgusting thing. Not even for fun. This isn’t even close to how I really feel. I haven’t the words.
And? Does this change your gameplay? Does this prevent you from doing any activity? Does this hinder your progression?
Honestly it just sounds like jealousy and envy, nothing to be proud about. Why can’t you just be happy for the lucky bastard who finds that item? Why the need of spoiling the fun of an incredibly rare event.
Your logic basically says “we should ban lottery, one person among millions shouldn’t be allowed to enjoy having an incredibly rare advantage that doesn’t affect me in any way”.
I haven’t won the lottery and I’m enjoying the game, mostly. I doubt winning the lottery would really drastically alter my enjoyment of the game, but I’m glad if it does for someone else. I see no shame in wanting people to have fun.
You on the other hand, are trying to shame me for not wanting to spoil other people’s fun. Fun that would not reduce my enjoyment whatsoever.
Actually got it today, upgraded to +5 and I can get rid of attack speed from gloves due to its 26% increase and also can get rid of crit chance from rings, probably gloves too since it also give other 29% aprox when maxed.
This allow me to try different affixes, as for example increase shrine duration which could perma activate proc effect.
Also it gives +50% damage which could replace any aspect which already gives this damage too.

i have to say it sucks against bosses like u cant trigger it ever which sucks
if they gonna nerf it they also should change the trigger condision to “on damaging a boss or on killing an elite”
