The builder-spender philosophy

Seeing how runes work, and that many people don’t find them exciting, I think all is related to the fact that the devs just can’t get away from this builder-spender philosophy. They are forcing it on every aspect of the game, even though no one plays like this. Their idea is for people to use basic skills to build resource and then unleash core skills etc. to spend it. What happens is people either do no-resource builds or seek other ways to improve resource generation so that they find a comfort zone, ignoring the builders. If that’s what people want and that’s how people play, maybe a different approach would bring a (needed, in my view) change.
