I am unable to complete the Tenant of Akarat in Bloodstained Heights, anyone else run into ToAs not letting you complete them?

I had a lot i had to go back to town and back in for them to show up, but there is one in bloodstained heights for me that i also can not get to spawn the tenent, just 3 glowing statues sitting there unable to do anything, no matter how many times i come back.
On my marker:
I arrived, 3 statues active, I could not interact with the shrine? (Or it was the same as below?)
On my position:
I arrived, 1 statue was active, I activated the other 2 and it’s still a defiled shrine that I can use, but I get the message “Tendrils of Hatred […] . Perhaps something can be done […]”.

Edit: the one in the west worked after restarting the game → all the statues glowed and I could use the shrine after using it 3-4 times
the one in the east: statues are not glowing and they can’t be used, the shrine is not visible → it remains on my todo list
