Why is the Tempest Roar helm for druids so rare? I just hit level 100 and have yet seen this drop once. Is there a bug in the game? or is this attentional for this to be such a low drop chance? I have done everything I can think of in the game. Run Helltides, focus on the helm chest, do the cellars during Helltides. 100’s of Nightmare dungeons, legion events, world bosses. I mean come on Blizzard! This is ridicules. Please fix! Do other classes have this problem with certain unique?

Sometime RNG is a biaaaaatch.
Avoid cellars, chest helms.
Target radiant chests during hell tides during events and keep churning through them as fast as possible. It sounds like your RNG volume is too low.
But yeah, drop rate is lame, sorry to hear that you haven’t found it yet before 100.

RNG can sometimes feel bad. I found my first one at 71ish and got 9 more before I hit 100.
Sometimes RNG can feel amazing.
Tho i feel you should be able to find all uniques no matter what class your playing.
Yeah, been waiting on the item I need to make my build past 100, too. Sometimes RNGesus is a cruel master. Can farm monsters that drop helms more, but not much more than that as far as I’m aware. If only rings had an associated monster type. 
I, and a friend had this problem. We were both bear pulverize forever and decided to see if there was a smart loot type of deal and switched over to wolf storm shred for a couple levels. Not only did the Tempest roar drop for me, it dropped for him. After about ten levels I was sitting on three, him on four…we never got a Vasily in these ten levels.
Could this be coincidence for both of us at the same time? Maybe, but you might want to give it a shot…

They changed uniques to drop at random from the helltide chests and not bound by type of the chest. That was their solution after Shakogate 
Your probably best bet would be running NMD over and over. End reward for 100% legendary + 50% chance on a second one in addition and if there is a boss another 100% chance for one.

Should be coincidence. I got like half a dozen Vasily’s and every shifter associated unique under the sun multiple times before a TR dropped…on my Storm Druid.
I thought about it, How does the build work with out the helm though? without it some of the skills wont function while you’re in werewolf form?
It has to be gated by some weighting mechanism. I have multiple copies of Ghee for example, but have yet to see a Tempest.
yep, been doing this since lvl 60 or so. I guess I just have really bad RNG
Stormshred worked surprisingly well without Tempest as long as you have mad wolfs glee, which we both had. Problem with Stormshred is you are melee and might as well bend over and grab your ankles with some of these elite affix packs.
Also, we ran nothing but NMD after 60…

I more thing I would like to add, NM always gave me better drop on uniques.
As im 100 now, Im farming 90NM all day. My unique drop rate is around 1 every 3 Nm.
But still no guarantee of what unique youll get. For example, for every 1 Mendlen, I got like 9 Mothers Embrace.
PS. Open all your chest in NM, I got plenty unique coming from chest.
Hard to call that RNG. Ghee continually drops. While the more in demand uniques I have 1, at best.
I have this plus every druid unique except the one I need. I think I will just make the switch and go for it. Maybe then it will drop. Will defiantly update here if it does

I mean youre right, of course, but the bigger problem is that the game with “play your way” as a slogan has about 2-3 functional and remotely balanced build archetypes for most classes, so every druid and their mum wants the same unique helm.
But that’s exactly the definition of RNG. Even if other’s drop, it doesn’t increase the chance for the other option to appear. It’s sadly an unlucky streak of coin flips
