Conspiracy. There is no rigging of tempering. There is some weighting in enchanting for main stat and life but that is it as far as I know. How could the game possibly know what you want to hit? You are just mad and lashing out. There is no evidence that tempering is rigged. Perhaps it is bugged since most of this game is but its not rigged.
